As a high technology that many companies are vying to develop in today's world, membrane separation technology, a new discipline integrated with enrichment, concentration, separation, purification, clean-up and facilitated transport, has been widely used in petroleum, chemical, electronics, building materials, metallurgy, medicine and environmental protection and other industrial fields, and has become an advanced, cost-effective, efficient and energy-saving cleaning technology. 采用天邦膜技術國家工程研究中心有限責任公司膜分離技術,從循環氫氣中回收氫氣。此裝置具有如下特點

The membrane separation technology of Tianbang National Engineering Research Center of Membrane Technology Co., Ltd. is used for the recovery of hydrogen from the circulating hydrogen. This unit  has the following features:

1)工藝流程簡單、設備少,操作方便、開停車靈活。

(1) Simple process, less equipment, easy operation, and flexible start-up and stop.

2)傳動設備少,原料氣降壓使用、耗電低,占地面積小,維修方便。

(2) Less transmission equipment, step-down use of feed gas, low power consumption, small footprint, and easy maintenance.

3)無三廢,不會對環境造成危害。

(3) No harm to the environment due to the absence of "three wastes".

3.2 工藝流程描述

3.2 Process description

  膜分離單元設計為兩條平行的運行線,每條運行線都能在不影響另一條運行線正常操作的前提下實現隔離、停車、維修和重新開車。兩條運行線同時運行時,膜分離裝置處理氣量達到設計負荷要求。通過科學合理的設計以及靈活的操作,可以滿足原料氣處理量操作彈性50%~125%。兩條平行的運行線共用預處理設備。

Membrane separation unit is designed as two parallel running lines, and each running line can achieve isolation, stop, maintenance and re-start without affecting the normal operation of another running line. When the two running lines run simultaneously, the amount of treated gas for the membrane separation unit shall meet the design load requirements. Through scientific and rational design and flexible operation, the operating flexibility of 50% to 125% for the amount of treated feed gas shall be met. Two parallel running lines shall use the common pretreatment equipment.

  膜分離裝置工藝過程主要分為兩大部分:即原料氣的預處理與膜分離。

The process of the membrane separation unit is divided into two parts, including the pre-treatment of feed gas and the separation of membrane.

1)原料氣的預處理

(1) Pretreatment of feed gas

     來自界區壓力為15.9MPag)的原料氣,首先進入過濾器SR-101,采用聚結式濾芯,達到除去粒徑>0.01μm的顆粒物、殘留油分量<0.01ppm的目的。除去雜質后經加熱器E-11060升溫到90這一過程稱為原料氣的預處理。原料氣進入一級膜分離器組前需要進行預放空處理,預處理是膜裝置在開車過程中的必要步驟,通過放空閥將原料氣放空15—20分鐘,經采樣分析確認入膜氣體合格后方可允許原料氣進入一級膜分離器ME-101中。預處理的目的是保證入膜氣體的潔凈,從而保證膜分離裝置能長期穩定運行。

The feed gas from the battery limit under the pressure at 15.9MPa (g) first enters filter SR-101 to use coalescing filter cartridge for removing the particles with the particle size of greater than 0.01μm and the residual oil with the content of less than 0.01ppm. After removal of impurities, the temperature is raised by heater E-110 from 60 to 90 . This process is called the pre-treatment of feed gas. Before entering the primary membrane separators, the feed gas needs to undergo pre-venting treatment. Pre-treatment is a necessary step for the membrane unit to be started. The feed gas is vented for 15-20 minutes via the vent valve. Only when the membrane gas is confirmed eligible through sampling and analysis, can the feed gas be allowed to enter primary membrane separator ME-101. The purpose of pre-treatment is to ensure the cleanliness of membrane gas, so as to ensure the long-term stable operation of membrane separation unit.

(2) Membrane separation

     原料氣經預處理后,達到入膜要求,進入膜分離器ME-101,擬采用兩級膜回收,級內膜分離器采用并聯操作方式,原料氣經過預處理進入一級膜分離器,高濃度氫氣由膜分離器滲透側輸出,一級非滲透氣由調節閥減壓至11.72MPag)作為二級原料氣送入二級膜分離器分離ME-102。膜分離的一二級滲透氣分別以9.27 MPag)和2.12 MPag)送出界區,二級膜分離器的非滲透氣作為尾氣減壓到1.25MPag)送出界區。

After pretreatment, the feed gas meets the membrane entry requirements, and enters membrane separator ME-101. Two-stage membrane recovery is proposed to be used. The two-stage membrane separator adopts parallel operation. The pretreated feed gas enters primary membrane separator. The high concentration of hydrogen is output from the permeate side of the membrane separator. The primary non-permeate gas is decompressed to 11.72MPa (g) via the pressure regulating valve, and then is fed into the secondary membrane separator ME-102 as secondary feed gas. The primary and secondary permeate gases for membrane separation are released out of the battery limit under the pressures at 9.27 MPa (g) and 2.12 MPa (g), respectively. The non-permeate gas of secondary membrane separator as exhaust is decompressed to 1.25MPa (g) to be released out of the battery limit.

3.3 控制說明

3.3 Control description

膜分離器中的膜芯組件是由高分子材料制成,它的耐壓性能有一定的限制,過高的壓差和溫度都會造成封頭的破壞絲膜失效。為了充分發揮氫回收裝置中膜分離器的性能,延長其使用壽命,結合膜分離技術的特點,對生產過程中壓力、溫度、流量等工藝參數,進行自動檢測、調節、顯示、報警、聯鎖,所有信號引入PLC控制柜,并與DCS通訊,由操作室集中控制。

The membrane core component in the membrane separator is made of polymer material. Due to certain restrictions on its pressure resistance, too high pressure and temperature will lead to the damage of seal head and the failure of fiber membrane. To take full advantage of the performance of the membrane separator in the hydrogen recovery unit and prolong its life, based on the characteristics of membrane separation technology, automatic detection, regulation, display, alarm and interlock are carried out upon the production process parameters such as pressure, temperature, flow, etc. All signals are introduced to PLC control cabinet and communicate with DCS under the centralized control of the operating room.

本裝置的自控系統采用了較先進的自控儀表表,對原料氣與滲透氣之間壓差,加熱溫度等均實行自控操作,同時對超溫,超壓差等實行自動報警與聯鎖停車,停車后分離器可自動進入自我保護狀態。

Using an advanced automatic control instrument, the automatic control system of the unit implements the automatic control operation of the differential pressure between the feed gas and the permeate pressure, heating temperature etc.; meanwhile, this system implements automatic alarm and interlock stop in case of over-temperature, over-pressure differential, etc.. After stopping, the separator can automatically enter a state of self-protection.

3.5公用工程消耗

用戶應為膜分離裝置提供的公用工程包括:蒸汽、氮氣、儀表空氣、電。蒸汽用來加熱原料氣;氮氣用來吹掃、置換;儀表空氣用來控制現場儀表;電用作儀表用電。

The utilities provided for membrane separation unit by users comprise steam, nitrogen, instrument air and electricity. Steam is used to heat the feed gas; nitrogen is used to purge and replace; instrument air is used to control field instrumentation; electricity is used as instrument electricity.

4 工作范圍和供貨范圍

4 Scope of Work and Scope of Supply

界區規定:從接收排放氣開始,到送出氫氣產品以及符合要求的副產物,為膜分離系統界區。交接點的劃分為膜分離單元的邊界接口管線,保證管口法蘭面整齊管底標高一致,管道間距應考慮螺栓拆卸。所有膜分離裝置內儀表接線統一引到接線箱。

Stipulation of battery limit: the battery limit of membrane separation system starts with the receipt of exhaust gas and ends with the release of hydrogen products and the desired by-products. The division of junction point shall be the interface line of membrane separation unit, in order to ensure that the nozzle flange face is uniform, the pipe bottom elevation is consistent, and the pipe spacing takes into account bolt removal. All instrumentation wirings in the membrane separation unit shall lead to the junction box in a unified manner.

工作范圍:包括界區內的工藝、設備、管道、電氣、儀表設計(土建、伴熱保溫、照明及可燃有毒氣體檢測提出條件),撬裝設備制造。不包括土建施工,不包括裝置現場安裝工作。

Scope of work: including the proposal of technology, equipment, piping, electrical and instrumentation design (civil engineering, tracing and insulation, lighting and flammable toxic gas detection conditions) within the battery limit and the manufacturing of skid-mounted equipment, excluding civil construction or site installation.

供貨范圍:賣方提供膜分離單元界區內的除伴熱保溫材料外所有設備、儀表、管路、管件、閥門及設備等,包括但不限于膜分離器、過濾器、加熱器、管道閥門及組件、儀表系統、備品備件等。所有與界區工藝接口均不帶配對法蘭

Scope of supply: The Vendor shall supply all the equipment, instrumentation, piping, fittings, valves and other equipment except for tracing and insulation materials within the battery limit of the membrane separation unit, including but not limited to, membrane separators, filters, heaters, pipe valves and components, instrumentation systems, spare parts and so on. All process interfaces with battery limit shall not be equipped with companion flange.

成套包內的現場儀表、現場接線箱、所有材料均由賣方提供。儀表部分以膜分離單元現場接線箱為分界。膜分離單元為撬裝形式,撬裝框架內所有設備、管路均于發貨前預制組裝完成,盡量減少現場安裝工程量。

The Vendor shall supply the field instrumentation, field wiring box and all materials in the complete package. The instrument section shall use the field wiring box of the membrane separation unit as a dividing line. The membrane separation unit shall be skid-mounted. All equipment and piping within the skid-mounted framework shall be pre-assembled before delivery, in order to minimize the amount of on-site installation work.

試驗及質量檢驗報告、安裝及驗收標準;所需要的全部圖紙和資料(包括可編輯的電子版資料);安裝使用說明書及操作手冊。

Testing and quality inspection reports, and installation and acceptance criteria; all the drawings and documents required (including editable electronic documents); installation manual and operation manual.

4.1 賣方工作范圍

4.1 Vendor’s scope of work

4.1.1 界區內工藝、設備、管道、儀表、電氣等設計。完成模擬計算,提出分析報告。

4.1.1 The design of technology, equipment, piping, instrumentation and electrical within the battery limit; the completion of simulation, and the submittal of analysis reports.

4.1.2 賣方根據買方批準的優化設計、模擬計算結果,完成詳細設計,并提供完整的膜分離詳細設計資料。

4.1.2 The Vendor shall complete the detailed design according to the optimized design and simulation results approved by the Purchaser, and provide complete information on the detailed design of the membrane separation.

4.1.3 賣方根據買方確認的設計結果,完成對分供應商的詢價和技術談判,分供應商須經買方確認。賣方應保證分供應商執行和遵照本技術協議及本項目的相關技術要求。

4.1.3 The Vendor shall complete the inquiry and technical negotiations with sub-suppliers according to the design results confirmed by the Purchaser, and sub-suppliers shall be subject to the Purchaser’s confirmation. The Vendor shall ensure that sub-suppliers implement and comply with the relevant technical requirements of this technical agreement and the project.

4.1.4 提供土建、控制、公用工程等條件,提供界區接口規格、設計參數。

4.1.4 The Vendor shall provide civil engineering, control, utilities and other conditions, as well as battery limit interface specifications and design parameters.

4.1.5 提供保溫材料用量表

4.1.5 The Vendor shall provide insulation material usage sheet.

4.1.6 界區內所有設備、管道、閥門、儀表、電氣設備、備品備件的采購。

4.1.6 The Vendor shall be responsible for the procurement of all equipment, piping, valves, instrumentation, electrical equipment and spare parts within the battery limit.

4.1.7 設備的設計、采購、加工制造、組裝、檢(試)驗、包裝和標記、運輸等服務。

4.1.7 The Vendor shall provide equipment design, procurement, manufacturing, assembly, inspection (test), packaging and labeling, transportation and other services.

4.1.8 框架內設備、管道、儀表的組裝,檢驗和試驗。

4.1.8 The Vendor shall provide the assembly, inspection and testing of equipment, piping, instrumentation within the framework.

4.1.9 設備、框架和框架內管道的噴涂。

4.1.9 The Vendor shall provide the coating of equipment, framework and the pipeline within the framework.

4.1.10 現場安裝和調試指導,協助買方進行DCS組態、開車及性能測試驗收等。

4.1.10 The Vendor shall provide on-site installation and start-up guidance, and assist the Purchaser in DCS configuration, start-up and performance testing and acceptance, etc.

4.1.11 提供培訓(培訓包括:理論講座、現場操作指導、跟班培訓和培訓考核四部分)。

買方和設計方對賣方的設計及制造的檢查、評審、確認及驗收等工作,其目的是確保項目滿足技術、質量和規定的要求,并不意味著將減少合同中所確定的技術規定及要求和減輕賣方的責任。

The purpose of the inspection, evaluation, recognition and acceptance, etc of the Vendor's design and manufacture by the Purchaser and the Designer is to ensure that the project can meet the technical, quality and stipulated requirements, but it is not meant to reduce the technical provisions and requirements as determined in the contract and to relieve the Vendor's obligations.

撬裝設備,膜分離成套裝置所包括的設備管道及自控儀表,符合PID要求。本膜分離氫氣回收裝置由兩個平行的相同的膜分離子裝置AB組成,共用一套預處理。下表所列為設備清單。

The equipment, piping and automatic control instruments included in skid-mounted equipment and complete membrane separation unit shall be in line with PID requirement. The membrane separation hydrogen recovery unit is composed of the same two parallel membrane separation sub-units A and B, which share a set of pretreatment. The following table provides a list of equipment.

4.3非賣方工作和供貨范圍

4.3.1        消防、照明及動力配電(賣方提供照明點布置圖)、防雷接地、外部危險氣體檢測。

4.3.5 For a part of the frames, equipment and pipelines, instrumentation equipment and pipelines, which are removed due to transport reasons, the Vendor shall be responsible for directing the installation construction at the site.

4.3.6        買方應負責基礎和土建設計,賣方需要提供設計條件。

4.3.6 The Purchaser shall be responsible for the foundation and civil engineering design, and the Vendor needs to provide design conditions.

4.3.7        買方負責賣方膜分離設施到達現場后卸車、儲存場地、倉庫的提供及防衛工作

4.3.7 The Purchaser shall be responsible for unloading, the provision of storage workplace and warehouse and defense work after the Vendor’s membrane separation facility arrives at the scene.

4.3.8        買方負責現場接線箱至PLC控制柜的電纜及安裝材料和PLC控制柜至DCS的通訊電纜的采購并敷設、接線。

4.3.8 The Purchaser shall be responsible for the procurement, laying and wiring of the cables connecting the field wiring box to the PLC control cabinet and the installation materials as well as the communication cables connecting PLC control cabinet to DCS.

4.3.9        買方負責將外圍管線引至賣方設備的邊界法蘭處。

4.3.9 The Purchaser shall be responsible for leading the peripheral piping to the boundary flange of the Vendor’s unit.

4.3.10    買方負責膜分離系統現場的就位(包括本裝置撬塊間的連接),基礎二次澆注固定

4.3.10 The Purchaser shall be responsible for holding the field of membrane separation systems in place (including the connection among the skids of this unit), and implementing the secondary grouting of the foundation.

4.3.11    買方負責儀表的二次校驗,以及儀表回路的單校及聯校工作;

4.3.11 The Purchaser shall be responsible for secondary calibration of the instrument, as well as the single-calibration and inter-calibration of instrumentation loops;

5 供貨周期及供貨地點

5 Delivery Lead Time and Delivery Location

合同生效后,整套裝置的預計供貨進度如下列的進度計劃表。經雙方協商,最終以商務合同中明確交貨期為準。交貨地點為買方項目現場。

After the commencement of the contract, the entire unit is expected to be delivered as the following delivery schedule. By mutual negotiation, the final delivery lead time shall be subject to the delivery lead time stipulated in the business contract. The delivery location shall be the Purchaser’s project site.

6 Technical Coordination

在簽訂訂貨單之后,在收到采購方的通知之后,供貨商應自費按照下列時間表(適時組織,協商確定)派遣足夠數量的合格人員到采購方的辦公室(在中國)參加技術協調會。

After the signing of the purchase order, after the receipt of the Purchaser’s notice, the Supplier shall to send a sufficient number of qualified personnel to the Purchaser’s office (in China) at its own expense in accordance with the following schedule (timely organization and consultation) to participate in the technical coordination.

     

檢驗與試驗

7 Inspection and Test

7.1  供貨商的檢驗和試驗應按照下列規定進行

7.1 The Supplier’s inspection and test shall be carried out in accordance with the following provisions.

 

7.2  合同簽訂后一個月內,提供設備的制造計劃、質量和檢驗計劃等,計劃內標明關鍵的監造點,經與買方協商確認后,作為買方派遣監造人員的計劃

7.2 Within a month after signing the contract, the equipment manufacturing program, quality program, inspection program, etc shall be provided. And the key supervision spots shall indicated in the programs. After being confirmed through consultation with the Purchaser, the programs shall be used for the Purchaser’s sending supervision staff.

7.3產品出廠前須按國家和部委以及制造廠的標準進行檢驗和試驗,賣方應測量和記錄相關數據并提供檢驗和試驗報告,包含有關設備試壓、焊縫探傷檢驗報告等。

7.3 The products before leaving factory shall undergo inspection and test according to the standards of the State and the ministries as well as the manufacturer. The Vendor shall measure and record relevant data and provide inspection and test reports, including related equipment pressure testing, the reports on the nondestructive inspection and testing of welds and so on.

7.4 賣方須提前14天通知設計方和業主派有關技術人員到現場參加關鍵設備的檢驗和試驗工作。

7.4 The Vendor shall notify the Designer and the Owner of sending relevant technical personnel to the scene to participate in the inspection and testing of key equipment 14 days in advance.

7.5 買方有權在設備制造的任何時候到達設備制造的任何地點,對設備制造進行檢查和監督。

7.5 The Purchaser shall be entitled at any time to reach any place for the manufacturing of equipment to carry out inspection and supervision upon the manufacturing of equipment.

7.6買方有權選擇本項目人員、外聘人員或委托單位作為授權監造人員,賣方一律視為買方人員對待并對其監造意見予以尊重。

7.6 The Purchaser shall be entitled to select the project staff, external staff or the requester as authorized supervision personnel. The Vendor shall treatment them as the Purchaser's personnel and show respect for their supervision opinions.

7.7 賣方對買方檢驗或監造人員提供工作和生活方面的便利條件。

7.7 The Vendor shall provide working and living conveniences for the Purchaser’s inspection and supervision personnel.

7.8 設備到場后,依據設計圖紙和供貨范圍進行設備驗收。

7.8 After arrival at the scene, the equipment shall undergo acceptance according to the design drawings and the scope of supply.

性能保證與驗收

8 Performance Guarantee and Acceptance

8.1 性能保證值

8.1 Performance assurance value

8.1.1膜分離單元的保證指標為:見2.2

8.1.1 Guarantee index for membrane separation unit: See 2.2.

8.1.2保證膜分離單元的操作穩定,生產平穩,連續運轉周期不少于4年。

8.1.2 It shall be guaranteed that the membrane separation unit achieves stable operation and smooth production, with a continuous operation period of not less than 4 years.

8.1.3保證工作公用工程消耗不超過設計值。

8.1.3 It shall be guaranteed that utility consumption does not exceed the design value.

8.1.4保證在設備及其連接管線1m處的噪聲不應超過85dBA

8.1.4 It shall be guaranteed that the noise at 1m away from equipment and connecting line does not exceed 85dBA.

8.1.5保證所提供設備的材料和機械強度滿足對設備的使用年限要求。

8.1.5 It shall be guaranteed that the the material and mechanical strength of the supplied equipment meet the equipment age requirements.

8.1.6操作彈性:50%~125流量100%

8.1.6 Operating flexibility: 100% of 50%~125 flow.

8.2質量保證

8.2 Quality assurance

8.2.1按賣方的質量、健康安全、環境的體系認證規范執行。

8.2.1 The Vendor’s quality, health, safety and environment system certification standards shall be implemented.

8.2.2賣方保證其提供的合同設備是全新的、未使用的,采用最佳材料和一流工藝制造的,并在各方面符合本合同規定的質量、規格和性能要求。賣方保證實施技術服務使其合同貨物正確安裝,合理操作和正確維護保養,在合同設備在壽命期內運行良好。在規定的質量保證期內,賣方應對由于制造工藝或材料的缺陷而造成的任何缺陷和故障負責。

8.2.2 The Vendor shall ensure that the supplied contract equipment is new and unused, is manufactured using the best materials and first-class process, and meets the quality, specifications and performance requirements stipulated in this contract in all respects. The Vendor shall ensure the implementation of technical service to make the contracted goods properly installed, reasonably operated and properly maintained, and run well in the life of the contract equipment. In the specified warranty period, the Vendor shall bear responsibility for any defects and faults caused by the defects in the manufacturing process or material.

8.2.3合同設備的質量保證期為設備現場驗收后十八個月或設備投入商業運行后十二個月,二者以先到為準。

8.2.3 The quality warranty period of the contract equipment shall be eighteen months after the inspection of the equipment at the scene or twelve months after the commercial operation of the equipment, whichever occurs first.

8.2.4合同設備在質保期滿前,如因賣方原因造成的質量問題,賣方應免費修復、更換;如因買方原因造成的問題,賣方在承諾的時間內進行修復和更換工作,費用由買方承擔。

8.2.4 Before the warranty period of the contract equipment expires, for any quality problems resulting from the Vendor, the Vendor shall be responsible for free repair or replacement; for any quality problems resulting from the Purchaser, the Vendor shall be responsible for repair and replacement within the time promised at the Purchaser’s expense.

8.2.5設備及其附件所使用的材料、制造工藝、檢驗要求,均不低于國家和相關行業制定頒發的相關規定和標準。材料的選擇應符合設計圖紙的要求,材料變更必須征得買方的同意,賣方應做好記錄,并附在相應的資料中。

8.2.5 Materials used in equipment and accessories, manufacturing processes, inspection requirements shall not be below the relevant regulations and standards issued by the State and relevant industries. The choice of materials shall meet the requirements of design drawings. Material changes must obtain the consent of the Purchaser. The Vendor shall make a record, along with the corresponding document.

8.3 驗收

8.3 Acceptance

8.3.1賣方需在膜分離設施出廠前14天通知買方和設計方,到賣方工廠參加出廠檢驗,貨物最終驗收在買方的安裝施工現場,以雙方共同現場開箱檢驗為準。貨物到達現場后賣方委派開箱人員72小時內趕到現場協同開箱或委托買方開箱,按裝箱清單內容清點貨物,凡缺少、損壞均由賣方及時無償補齊或更換。買方的現場驗收、確認意見不減輕賣方的合同責任。

8.3.1 The Vendor shall notify the Purchaser and the Designer of participating in factory inspection at the Vendor’s factory within 14 days before the membrane separation facility leaves factory. The final acceptance of the goods shall be implemented at the Purchaser's installation and construction site, subject to the unpacking inspection at both parties’ common site. After the goods arrives at the scene, the Vendor shall appoint unpacking personnel to the scene within 72 hours to jointly unpack or to entrust the Purchaser to unpack, check the goods according to the contents of the packing list, and promptly complement or replace any missing or damaged goods free of charge. The Purchaser's site inspection or confirmation opinions shall not relieve the Vendor's contractual obligations.

8.3.2在交貨后、性能測試前的時間內,如果因為買方的原因引起的膜分離設施故障,賣方應協助解決,費用由買方自理。在膜分離單元的安裝過程中,若因買方的原因導致膜分離單元的損壞,賣方應協助解決,費用由買方自理。

8.3.2 After the delivery and before the performance testing, the Vendor shall assist in solving any failure to the membrane separation facility caused by the Purchaser at the Purchaser’s expense. During the installation of the membrane separation unit, the Vendor shall assist in solving any damage to the membrane separation unit caused by the Purchaser at the Purchaser’s expense.

8.3.3本系統一經開車,買方應在賣方指導下進行性能測試。所有流量、壓力、溫度數據由現場儀表測量獲得。在技術協議書規定的工況條件下,系統連續運轉72小時的平均性能達到2.2系統保證指標,則認為測試完成,完全達到要求。

8.3.3 In case the system is started, the Purchaser shall implement performance testing under the guidance of the Vendor. All flow, pressure and temperature data shall be obtained through field instrumentation measurement. Under the working conditions stipulated in the technical agreement, in case the average performance of the system during 72-hour continuous operation achieves the system assurance index of 2.2, the testing shall be deemed to be completed and fully meet the requirements.

8.3.4裝置穩定運行后,由于賣方的原因,各項保證值達不到技術附件要求,賣方負責整改,費用由賣方承擔,達到技術要求為止。如果由于買方的原因,原料氣流量、壓力及組成等達不到技術附件要求,雙方應本著實事求是原則友好協商解決。

8.3.4 After the unit stably operates, in the event that the assurance values fail to meet the requirements of technical annexes due to the Vendor’s reasons, the Vendor shall be responsible for correction at the Vendor’s expense, till the values meet the technical requirements. In the event that feed gas flow rate, pressure and composition fail to meet the requirements of technical annexes due to the Purchaser’s reasons, both parties shall settle it through friendly consultation based on the principle of seeking truth from facts.

8.3.5賣方承擔因設計、制造缺陷而造成的設備不能正常操作或操作條件惡化的責任,如出現因設計、制造而引發的問題,應及時對設備進行修改或整體更換,并承擔因此而發生的直接費用。

8.3.5 The Vendor shall bear responsibility for the abnormal operation of equipment or the worsening of operating conditions due to design and manufacturing defects; for any problems arising from design or manufacture, the Vendor shall modify or replace the unit as a whole in a timely manner, and bear the direct costs resulting therefrom.

8.3.6在系統性能達到保證指標后,雙方代表簽署驗收合格證書一式兩份,雙方各持一份。如若因為買受人的客觀原因,無法進行驗收,供需雙方應采用共同協商的原則,出具一個雙方認可的驗收標準或方案進行驗收或該裝置開始運行起二個月內應視為自動驗收。

8.3.6 After the system performance meets the assurance index, both parties’ representatives shall sign the acceptance certificate in duplicate, one for each party. In the event that acceptance inspection fails to be implemented due to the Purchaser’s objective reasons, both parties shall adopt the principle of mutual agreement, and issue a mutually recognized acceptance criterion or program for acceptance inspection, or deem that the unit undergoes automatic acceptance inspection within two months after it starts running.

 

9 優先原則

9 Priority Principle

合同的執行過程中,如果數據表要求與請購文件、訂單和國家標準等發生矛盾,賣方應在設計和制造之前向購買方提出澄清申請。

During the execution of the contract, in case the data sheet requirements conflict with requisition files, orders, national standards, etc, the Vendor shall submit an clarification application to the Purchaser prior to the design and manufacturing.

一旦有矛盾,優先級按照下列順序:

In case there is a contradiction, the priority shall be in the following order:

10 包裝與運輸

10 Packaging and Transport

10.1 設備檢驗和試驗合格后須使設備內部干燥、清潔,密封,然后方可發貨。

10.1 After the equipment passes inspection and testing, its inside shall be kept dry and clean and be sealed before shipment.

10.2 設備的包裝應符合安全、經濟、不受損的要求。賣方應對不合適的包裝所引起的零部件生銹、損壞和丟失承擔全部責任。

10.2 The packaging of the equipment shall meet the safety, economy and intactness requirements. The Vendor shall take full responsibility for any corrosion, damage and loss to components caused by improper packaging.

10.3 所有零部件及附件的包裝,應保證在運輸和儲存過程中不發生變形和損壞,碳鋼零部件應有防銹措施。所有包裝箱應有詳細的標記和裝修清單。備品備件應單獨裝箱發貨。

10.3 The packaging of all parts and accessories shall ensure that deformation and damage does not occur in the transport and storage process, and carbon steel components shall be provided with corrosion protection. All containers shall be labeled in detail and be provided with decoration list. Spare parts shall be delivered in one separate package.

10.4 考慮到運輸和吊裝的方便,膜分離單元采用撬裝交貨。所有部件均應適當地包裝和固定,以防在運輸過程中造成損壞。

10.4 Taking into account the convenience of transport and lifting, the membrane separation unit shall adopt skid-mounted delivery. All components shall be properly packed and secured to prevent damage during transport.

10.5 發貨時賣方應在貨物側面用油墨或防水涂料表明:發貨人代號、合同號、貨物名稱、毛重/凈重(kg),收貨人、目的站等。

10.5 Upon delivery, the Vendor shall indicate shipper code, contract number, name of goods, gross / net weight (kg), consignee, destination, etc on the side of the goods with ink or waterproof coatings.

11 售后服務與培訓

11 After-sales Service and Training

11.1 售后服務

11.1 After-sales service

11.1.1 賣方提供的所有設備和儀表提供終身技術支持。

11.1.1 All equipment and instruments supplied by the Vendor shall provide technical support for life.

11.1.2 設備出現異常情況,無論是什么原因引起的,接到買方通知后,賣方24小時內給予答復,若無法通過電話解決問題,48小時內售后服務工程師到現場解決問題。

11.1.2 In case of any equipment abnormalities, no matter what’s the cause, the Vendor shall give a reply within 24 hours after receipt of the Purchaser’s notice. In the event that the problem can not be resolved over the phone, after-sales service engineers shall be sent to the site to solve the problem within 48 hours.

11.1.3 按照賣方對工程售后服務的管理規定,在裝置投用后賣方定期回訪買方。賣方對操作情況進行跟蹤并針對操作數據提出建議。

11.1.3 According to the Vendor’s regulations on administration of after-sales engineering service, the Vendor shall regularly visit the Purchaser after the unit is put into use. The Vendor shall track the operation and make recommendations for the operating data.

11.1.4 備品備件長期優惠提供。

11.1.4 The Vendor shall supply spare parts with special discounts for long term.

11.2 培訓

11.2 Training

11.2.1 現場提供免費技術講座:主要內容為膜分離裝置的工作原理、開停車方法、正常操作與參數調整、異常情況的判斷和處理。培訓地點在業主現場,賣方所派遣人員食宿及其它費用由賣方自行負責。

11.2.1 The Vendor shall provide free technical seminar in the scene: mainly containing working principle of membrane separation unit, start-up and stop methods, normal operation and parameter adjustment, and identification and handling of abnormalities. The training place shall be the Owner’s site. The accommodation and other costs associated with the staff sent by the Vendor shall be the Vendor's sole responsibility.

11.2.2 結合裝置開車跟班培訓。

11.2.2 The Vendor shall provide on-the-job training based on the start-up of the unit.

11.2.3上述工作完成后,工藝專業和電控專業與買方進行必要的技術交流,解答有關問題。

11.2.3 After completion of the above work, technical professionals and electric control professionals shall make the necessary technical exchanges with the Purchaser to answer relevant questions.

Annex 4: Sample of Quality Control Plan for Similar Equipment

1.1對設備、材料的質檢、驗收工作:

1.1 Quality inspection and acceptance work for equipment and materials:

1.1.1. 嚴格按照有關的標準、規范組織進行到貨設備、材料的檢驗、驗收工作。對部分較易產生問題的設備、材料,采用超過標準、規范要求的檢驗措施(例:對與主要工藝過程關聯的材料、配件進行材質成份化驗)。實行采購合同付款前必須具備完整的有關產品的質檢文件的制度。

1.1.1. In strict accordance with the relevant standards and specifications, inspection and acceptance shall be carried out upon incoming equipment and materials. For some equipment and materials that are prone to problems, the inspection measures beyond the requirements of standards and specifications shall be taken (for example, material composition testing shall be carried out upon the materials and accessories associated with the main process). A full system related to the product quality inspection documents must be provided before payment under the procurement contract.

1.1.2. 對重要的設備、材料的制造過程進行中間監造。由本項目部派出檢驗人員對重要的設備、材料進行駐廠監造工作,或委托第三方進行監造。

1.1.2 Intermediate supervision shall be carried out upon the manufacturing process of important equipment and materials. The project department shall send the inspectors for the on-site supervision of important equipment and materials, or entrust a third party for supervision.

1.1.3. 對重要的設備、材料的制造過程進行中間檢驗。由本項目部派出檢驗人員會同業主代表共同對重要的設備材料進行中間檢驗。

1.1.3 Intermediate inspection shall be carried out upon the manufacturing process of important equipment and materials. The project department shall send the inspectors for the joint intermediate inspection of important equipment and materials in conjunction with the Owner’s representatives.

1.1.4. 對重要的設備、材料的制造過程進行出廠驗收。由本項目部派出檢驗人員會同業主代表共同對重要的設備材料進行出廠驗收。

1.1.4 Factory acceptance shall be carried out upon the manufacturing process of important equipment and materials. The project department shall send the inspectors for the joint factory acceptance of important equipment and materials in conjunction with the Owner’s representatives.

 

1.1.5. 設備、材料到貨檢驗。由本項目部專職質檢工程師會同業主代表共同按照有關的標準、規范及專項的質檢措施進行到貨檢驗。凡發現不合格品的批次一律不得辦理出庫手續。

1.1.5. Incoming inspection shall be carried out upon the equipment and materials. The project department shall send the full-time quality inspection engineers for the incoming inspection in conjunction with the Owner’s representatives in accordance with the relevant standards, specifications and special quality control measures. Any batches that are found defective shall be not allowed to apply for the procedures related to the delivery of cargo from storage.

1.2 施工質量的控制

1.2 Construction quality control

1.2.1. 對施工中采用的新技術、新工藝、新材料,施工承包商應提供其試驗報告及技術鑒定書報項目施工經理審批。

1.2.1. For the new technologies, processes and materials used in the construction, the Construction Contractor shall submit the test reports and technical appraisals to the project construction manager for approval.

In case the inspection results meet the requirements stipulated in the contract, the Construction Contractor’s additional expenses shall be covered. The Supervision Company's inspection shall not relieve the Construction Contractor of engineering quality responsibility.
